The Organics Infrastructure Program (OIP) helps reduce greenhouse gas emissions by investing up to $30 million into projects that support:

  • Increasing organic waste processing capacity in B.C.
  • Keeping organic waste out of landfills

For example, projects that propose new or expanded facilities for composting and anaerobic digestion (i.e., converting organic waste to energy).
The Province developed the OIP in partnership with federal and local governments. The program is cost-shared, with $10 million dollars each provided by:

Eligible Community

Eligible applicants for the program include:
  • An Indigenous governing body, as defined in the Declaration on the Rights of Indigenous Peoples Act
  • A regional district
  • A municipality, including City of Vancouver
  • Greater Vancouver Sewerage and Drainage District 

Required Community Contribution

One third of eligible project costs, including all ineligible costs and cost overruns.

The applicant’s share of funds can come from funding from other government programs, however, must comply with the federal fund stacking limits in Appendix A of the program guide. Fund stacking is defined as combining multiple sources of funding on one project.

Projects must meet all applicable criteria to be considered eligible for funding.All projects:
  • Must be a capital project that increases capacity to process organic waste at a new or expanded organic processing facility, or by acquiring in-vessel units for a site.
  • Must not have a total design production capacity to process organic waste of 5000 or greater dry tonnes per year; must not increase a site or facility’s capacity to process organic waste to 5000 or greater dry tonnes per year.
  • Must divert organic waste from landfills.
  • Must create additional organic waste processing capacity.
  • Must result in quantifiable and incremental GHG emission reductions from organic waste until March 31, 2034.
  • Must process organic waste for beneficial re-use (e.g., Class A compost).
  • Must result in incremental capital spending.
  • Must require the OIP funding to make the project viable.
  • Must be located in B.C.
  • Must have specific and secured site location.
  • Must be supported by a resolution of the governing body of the applicant (e.g., board, municipal council, band council).
  • The recipient must fund a minimum of one third of eligible project costs.
  • Must commit to having construction completed and systems operational by March 31, 2024.
  • Must commit to being operational until at least March 31, 2034.
  • Must commit to annual reporting until at least March 31, 2034 (e.g.,GHG emission reductions).
  • Must comply with all applicable federal, provincial, and municipal laws.
  • Must comply with federal fund stacking limits (refer to section 2.3).
  • All personal property purchased with funds must be owned by the applicant.
  • All buildings and fixtures built, purchased or improved with funds must be on land occupied by applicant and, except for First Nations’ reserves, owned or leased by the applicant or held under a license of occupation from the Province.
  • Must meet all program criteria identified in this guide.

A project will be deemed ineligible if one or more of the following applies:
  1. The applicant is not considered an eligible applicant (refer to Program Guide section 2.1).
  2. The project does not meet all applicable eligible project criteria (refer to Program Guide section 2.2).
  3. Funding is in whole or part to be used towards feasibility studies and/or pilot projects.
  4. The proposed project is deemed by the Province to be routine operations, maintenance, or repair.
  5. The project is only seeking funding for a transfer station, organics collections program, pre-processing equipment unless part of thencomposting system (e.g., food waste dehydrators), etc.
  6. The Province does not consider the applicant to have a reasonable plan for completion of construction and beginning of operations by March 31, 2024.
  7. The proposed project is deemed by the Province to not be in compliance with the Environmental Management Act.
  8. The project is funded through another Pan-Canadian Framework Program.
  9. The project does not otherwise meet the mandatory requirements as outlined in this guide.
Projects may not be funded if they present risks to program funders, for
example if any of the following are deemed likely:
  • the project has a high probability of not being completed within the program timeline.
  • the project has potential to not proceed due to applicant funding difficulties.
  • the project has a high probability of requiring a significant change in scope to proceed due to limited planning being undertaken prior to application.
  • the project may not provide the level of service identified.
  • the project plans do not suggest adequate consultation.
  • the project has the potential to cause environmental or social issues.
  • the applicant does not demonstrate they are able to manage, maintain and finance the project over the long term.
