The Canadian Urban InstituteThe Climate Ready Infrastructure Service (CRIS) is a national initiative administered by the Canadian Urban Institute, connecting local governments and communities with top climate experts to support the integration of low-carbon resilience into local infrastructure projects. It's part of Housing, Infrastructure and Communities Canada's, Climate Toolkit for Housing and Infrastructure, a suite of resources supporting infrastructure owners and decision-makers in developing projects that build resilience and contribute to Canada's path to net-zero emissions.
Local governments submit a service request to the Climate Ready Infrastructure Service to receive technical services from an Expert on the Roster of Experts: https://climatereadycanada.ca/roster-of-experts
Through this service, local governments can learn from leading subject matter experts on how to build resilient approaches into infrastructure planning and projects. Participants gain access to free consulting services worth up to $20,000 to provide technical options reports tailored to their public infrastructure project. The options reports can then be used to apply for funding, support procurement and capital planning and guide strategic decision making for council.
Eligible Community
Local governments in Canada with a population under or around 30,000 are eligible, including municipalities, First Nations, Inuit and Metis governments and communities, and non-profit organizations that own and operate municipal infrastructure. Local governments must have a relevant project included in a work plan, operational plan, asset management plan or council approved capital plan.Eligible Indigenous Communities include:
- An Indigenous Governing Body, including but not limited to a band council within the meaning of section 2 of the Indian Act.
- A First Nation, Inuit or Métis government or authority established pursuant to a Self-Government Agreement or a Comprehensive Land Claim Agreement between His Majesty the King in right of Canada and an Indigenous people of Canada, that has been approved, given effect and declared valid by federal legislation.
- A First Nation, Inuit or Métis government established by or under legislation whether federal or provincial or territorial that incorporates a governance structure.
- A not-for-profit organization whose central mandate is to improve Indigenous outcomes; and an Indigenous development corporation.

Specific Eligibility Requirements
The CRIS does not support climate adaptation plans or community wide risk assessments.
The CRIS provides technical expertise related to a specific infrastructure asset and provides options to incorporate resilience or mitigation approaches into the infrastructure asset for new and existing infrastructure upgrades

Description of Funding
Each local government who utilizes our service will receive up to $20,000 of technical expertise from our roster of climate and infrastructure experts to provide technical options to integrate into their infrastructure projects. This service comes at no cost to the local government.
