About the Green Municipal Fund:

  • Canadian municipalities can apply for funding through the Federation of Canadian Municipalities’ (FCM) Green Municipal Fund (GMF) for municipal sustainable projects in the following sectors: Land Use, Transportation, Waste, Forestry, Water and Energy (including in Affordable Housing).

  • Grants are available for planning, studies, and pilot projects. Loans are also available for capital projects, and most recipients receive an additional grant of up to 15% of their loan amount.

  • FCM’s Green Municipal Fund can also help local governments switch to sustainable practices faster with its resources, peer learning and training activities including webinars, case studies and toolkits.

The Green Municipal Fund's Sustainable Affordable Housing is a $300 million initiative to support local affordable housing providers – including municipal, not-for-profit organizations and housing co-ops – to retrofit existing affordable housing units, or construct energy efficient new builds that emit lower GHG emissions.

 

SAH is on track to fully allocate its original $300-million funding envelope, as intended when the program was launched in 2019.

SAH will reopen funding on a smaller scale with pre-construction grants for retrofit projects, and will continue to provide capacity development support to help housing providers move their projects forward.

While funding for capital projects and pilots will remain closed, SAH is working diligently to reopen the application portal for grants to support retrofit projects at the pre-constructions stage. A full program update is expected in the summer of 2026. At that point, details about the new funding offer, grant amounts, project criteria and processing timelines will be posted at greenmunicipalfund.ca/sah

Eligible Community

Eligible applicants include: 

  • Canadian municipal governments (e.g., towns, cities, regions, districts, and local boards thereof); 

  • Canadian municipal corporations or municipal housing/service providers; 

  • Canadian non-profit, mission-driven affordable housing providers

  • Canadian non-profit cooperative housing provider  

An Indigenous community is an eligible lead applicant if they are partnering with a Canadian municipal government on an eligible project, or if they have a shared service agreement with a Canadian municipal government related to municipal infrastructure, climate change or adaptation.

Approvals for plans, studies and pilots typically take four to six months. The average estimated time from full application to approval for capital projects is 8 months, pending the accuracy and completeness of the proposal.
