GMF accepts applications year-round until all annual funds are allocated. Once all funding is allocated for the year, any new applications are deferred for approval to the following fiscal year, beginning April 1. If your application is deferred, GMF notifies you.

Sustainable Municipal Buildings provides funding for energy retrofits for municipal buildings, construction of efficient new buildings, and feasibility studies.
What GMF funds:

Energy retrofits of municipal buildings, including but not limited to, upgrades to heating, ventilation and air conditioning (HVAC), insulation, windows and doors, hot water systems, LED lighting, and renewable energy technologies such as solar and geothermal.

The construction of new municipal buildings.

Feasibility studies that plot a pathway to reduce energy use and GHG emissions in municipal buildings over time.

Feasibility studies for the construction of highly efficient municipal buildings in communities with populations of 10,000 or less.

Eligible municipal buildings, such as municipally-owned community buildings, may include but are not limited to:
-
city halls, town halls
-
administrative buildings, police stations
-
indoor ice rinks, indoor sports arenas, indoor swimming pools
-
public libraries
-
community and recreational centres (e.g., community centres, clubhouses, recreation centres, gyms, halls and curling rinks)
-
arts and culture facilities (cultural facilities, performing arts facilities, art galleries and auditoriums)
-
multi-purpose buildings, which include one or more of the above community functions, as well as other services/administrative functions
-
Note: Fire halls, paramedic centres, ambulance stations, and public works buildings are eligible for energy retrofits as stand-alone buildings. For new construction projects, they must be part of a multi-purpose building that includes at least one eligible building type listed above.
What GMF does not fund:

Plans or studies to establish net-zero/zero-carbon targets for municipal building inventories.

Upgrading or renewal of fossil fuel-based heating systems.
-
New builds or stand-alone retrofits for long-term care homes. Retrofits of long-term care homes may be considered as part of a portfolio of eligible municipally-owned buildings.

The construction of new firehalls, public works buildings or paramedic centres as stand-alone buildings.
Eligible Community
-
Canadian municipal governments (e.g., towns, cities, regions, districts, and local boards).

An Indigenous community is an eligible lead applicant if they are partnering with a Canadian municipal government on an eligible project, or if they have a shared service agreement with a Canadian municipal government related to municipal infrastructure, climate change or adaptation.

Description of Funding
Capital Project - Retrofit existing buildings:

Combined grant and loan for up to 80% of eligible costs.

Combined grant and loan up to a maximum of $10 million.

Grant up to 20% of total loan amount.
Capital Project - New buildings:

Combined grant and loan for up to 80% of eligible costs
-
Combined grant and loan up to a maximum of $10 million.

Grant up to 15% of total loan amount.
-
Additional 5% available if the project involves the remediation of a brownfield site.

Grant up to 80% of eligible costs up to a maximum of $200,000.
-
This offer is only eligible in communities with populations of 10,000 or less, or Northern communities.

Grant for up to 50%* of eligible costs up to a maximum of $65,000 for a single buildings, and up to $200,000 for multiple buildings.

For Retrofit and New Construction Studies, Northern and eligible Indigenous communities that are applying to GMF for the first time may qualify for a grant of up to 100% of eligible costs.
