About the Green Municipal Fund:

  • Canadian municipalities can apply for funding through the Federation of Canadian Municipalities’ (FCM) Green Municipal Fund (GMF) for municipal sustainable projects in the following sectors: Land Use, Transportation, Waste, Forestry, Water and Energy (including in Affordable Housing).

  • Grants are available for planning, studies, and pilot projects. Loans are also available for capital projects, and most recipients receive an additional grant of up to 15% of their loan amount.

  • FCM’s Green Municipal Fund can also help local governments switch to sustainable practices faster with its resources, peer learning and training activities including webinars, case studies and toolkits.

Support for local climate adaptation:

LLCA will ensure long-term climate resiliency by supporting: 

  • Adaptation in Action – Increased implementation of equitable climate adaptation action taken by Canadian municipalities. 

    • Implementation project

      • Move from planning to action with support to get your project in the ground. Whether it’s reducing flood risks or improving natural defences, Implementation Projects funding helps bring your adaptation projects to life.

        • Funding will be available: April 14 - June 16, 2026 and October 6 - November 24, 2026

    •  Feasibility study 

      • Turn a great idea into a workable plan. Feasibility Study funding helps you explore the options, evaluate costs and risks, and build a solid foundation for your next climate adaptation project.

        • Funding will be available April 14 - July 14, 2026 and October 6 - December 15, 2026

  • Climate-Ready Plans and Processes – Start where it matters most—with a good plan. Climate-Ready Plans and Processes funding helps your municipality create or update a climate adaptation plan tailored to your community’s specific needs, priorities and realities

    • Funding will be available April 14 - June 25, 2026 to October 6 - December 8,2026

  • Residential Resilience Financing 

    • Designed for municipalities with PACE-enabling legislation, Residential Resilience Financing helps build local programs that make it easier for homeowners to invest in climate resilience solutions for things like flood protection or wildfire-proofing.

    • Applications are accepted year-round until funding has been fully allocated.

Training and resources for local governments:

  • Capacity development partner grants  – As part of their capacity development efforts, LLCA funds partners to design and deliver training that will help local governments advance their climate adaptation knowledge and technical skills.

     

Eligible Community

The following organizations are eligible for GMF funding. 
  • Canadian municipal governments (e.g., towns, cities, regions, districts, and local boards)

Municipal partners, which include:  
  • municipally owned corporations 

  • regional, provincial or territorial organizations delivering municipal services 

  • non-governmental organizations 

  • not-for-profit organizations 

  • research institutes (e.g., universities) 

  • Indigenous community

  • Metis and Modern Treaty Nations are eligible to apply when partnering with a municipality.

Specific Eligibility Requirements

IMPORTANT: If your organization is not a municipal government, your initiative must be delivered in partnership with one. You will be required to provide the name of the main project contact for your lead municipality on the project team. You will also be required to submit a municipal council resolution stating municipal partnership. 

Other Eligible Communities

Specific to capacity development partnership grants:
 
Eligible lead applicants for partner grants are defined as registered and incorporated Canadian not-for-profit organizations with a mandate or proven experience with supporting Canadian local governments. Qualified local governments can also be eligible recipients of partner grants. 
 
Eligible lead applicants must have experience delivering capacity building activities. Preference will be given to those with experience delivering activities relevant to the objectives of this initiative. Examples of eligible lead partner organizations include:  
Provincial and territorial municipal associations  
  • Not-for-profit organizations operating in the municipal sector
  • Professional and industry associations
  • Educational institutions
  • Qualified local governments (i.e., municipal governments that have demonstrated a high level of proficiency and effectiveness in delivering capacity development)
  • Indigenous organizations
The following organizations are not eligible to become a recipient of partner grants: 
  • Federal or provincial/territorial governments
  • Private-sector, for-profit organizations (firms or consultants)*
    • *Private sector firms or consultants can be subcontracted to provide technical expertise, project delivery and support

Description of Funding

  • Implementation projects designed to help communities adjust and respond effectively to the impacts of climate change: grants up to 60%* of eligible costs to a maximum of $1,000,000

  • GMF funds projects where the total eligible costs are $1 million or less. While your work may be part of a larger, multi-year climate strategy, the portion you apply for must be a separate, standalone phase. This means the specific activities GMF funds must deliver immediate risk reduction to your community once complete, without requiring the completion of a larger, separate project. Emergency response and/or disaster recovery projects are ineligible.

  • Feasibility studies of climate adaptation projects that improve readiness for climate events: grants up to 80% of eligible expenses to a maximum of $70,000

  • Climate-Ready Plans and Processes, for the development of climate adaptation plans, asset management strategies, risk assessments, and capacity-building, up to a maximum of $140,000 (based on the lead applicant's population size)

  • For Residential Resilience Financing GMF funds up to 80%* of eligible costs to a maximum of $150,000 for program design studies.
