The Emergency Management Assistance Program (EMAP) provides funding to First Nations communities so they can build resiliency, prepare for natural hazards and respond using the 4 pillars of emergency management:
- mitigation
- preparedness
- response
- recovery
EMAP supports non-structural mitigation and preparedness initiatives through the Non-Structural Mitigation and Preparedness funding stream. This stream is proposal-based and funds non-structural projects undertaken by First Nations communities on reserve to prepare for and mitigate emergencies caused by natural disasters, such as:
- flooding
- landslides
- tsunamis
- severe weather
- drought
The goal of the Non-Structural Mitigation and Preparedness funding stream is to assist First Nations communities on reserve to increase their preparedness and mitigation capacity through initiatives such as:
- all-hazard risk assessments and mitigation plans
- rapid damage assessments
- development and updating of emergency management and evacuation plans
- drills and table top exercises for emergency and evacuation plans
- emergency management training
- emergency operations center training
- search and rescue training
- mental health training
- emergency support service training
- 911 mapping
- flood mapping
- natural hazard specific studies
- research or studies pertaining to non-structural mitigation and preparedness
- early tsunami warning systems
- community alert systems
- community and youth engagement
- emergency management forums or workshops

Specific Eligibility Requirements
To be eligible for funding, the proposed project must directly support First Nations located on:
- a reserve, as defined in s.2(1) of the Indian Act, R.S.C (Revised Statues of Canada 1985, c. (chapter) 1-5
- lands set aside in Yukon as per Cabinet Directive (Circular No. 27) entitled Procedure for Reserving Land in the Yukon and Northwest Territories (1955)or
- lands formerly defined as a reserve of lands set aside which now form part of modern treaty settlement lands

Eligible expenditures may include, but are not limited to:
- the hiring of certified trainers and instructors to facilitate courses including travel expenses if required
- expenditures associated with hosting in-community workshops such as room rental for training or community meetings to review emergency management risks and plans
- fees associated with off-site emergency management training opportunities including course fees and travel costs for community members
- costs associated with conducting exercises of emergency management response plans inclusive of facilitators and rental of a venue
- flood plain mapping or landslide studies
- costs associated with conducting research and recording Traditional Knowledge pertaining to emergency management and climate change
- consultant fees if required to source expertise outside the community
- rental of equipment for mock exercises
- costs associated with signage, such as posters and other public awareness documentation
- tsunami equipment and installation fees, if located in a tsunami zone
- travel, accommodation and incidentals for First Nations participants to attend regional emergency management forums
- costs associated with hosting a regional emergency management forum including venue and equipment rentals
- administrative fees, limited to 10% of the total funding request

Ineligible Costs
- the purchase of equipment or capital items with the exception of tsunami sirens for communities located within a tsunami zone
- installation of equipment, with the exception of tsunami sirens for communities located within a tsunami zone
- benefits, see Employee Benefit Program under ISC
- food/meals, unless as part of travel, for example, community members are training, working, or participating in a forum or workshop outside of their community as part of the proposed project)
- insurance
- first aid or emergency management kits or evacuation boxes
- gifts or honorarium, with the exception of an honorarium for an elder at an event
- salaries for existing employees funded by another Government of Canada program. For example, any activities and or salaries for which the band receives existing funding through another program
- interest and banking fees
